Project Description
The town of Hadrut is the administrative center of Artsakh’s Hadrut Province. One of the republic’s most mountainous regions, the province lies on the southeastern border. Apart from the town of Hadrut, an urban community, the province comprises some 40 villages and has a total area of 724 km2. According to the 2005 census, around 12,000 people live in the province, representing 8.3% of Artsakh’s total population. The town of Hadrut has a little over 2,700 inhabitants.
Housed in a three-story building and a smaller adjacent campus in the town of Hadrut, the Hadrut Regional Hospital is the only healthcare facility serving the entire province. It is woefully inadequate to meet the needs of the population as it functions at less than half its capacity and is beset by crumbling premises, a run-down infrastructure, and a persistent lack of basic resources, equipment, and professional training.
Built in 1981 to include 100 beds, the hospital currently offers only 40, five of which are allocated for children. The facility was bombed during the war. It was partially renovated in 2002 by USAID and the Red Cross, which restored the section containing the general-medicine clinic. The facility’s small dental clinic was also restored with support from Canadian donors.
Today the rest of the hospital, comprising a surgery and departments of pediatrics, gynecology, and physical therapy, is in extremely poor condition due to a disintegrating physical structure, outdated and scant medical equipment and furnishings, as well as a lack of sterilization. The situation is even more dire in the adjacent campus, which houses the infectious-diseases department. The hospital has only one ambulance, used mainly for medical-personnel transportation.
Through the hospital-reconstruction project, the walls, floors, and ceilings of the entire facility will be renovated; new doors and windows and a new roof will be installed; electrical wiring will be updated; and new drinking-water, air-conditioning, and sewer systems will be installed.
The project will also provide the hospital with modern medical equipment and furniture, and train doctors and nurses in the proper use of such equipment. Furthermore, the project will computerize the entire hospital and provide it with a new telephone system.
